Monitoring
Sub-Principles
-
The monitoring systems of Government should be utilised (and strengthened if necessary) rather than the development of parallel systems.
-
Monitoring of the borehole and the pump functionality, including analysis and action-taking should be undertaken at: 6 months, and then at yearly intervals for at least ten years after construction.
-
The findings of the monitoring work should be made public.
Discussion
It is essential that the procedures for monitoring as set out by Government are respected, and/or improved, with all information collected communicated to the relevant authorities. Monitoring activities should complement established systems for operation and maintenance (discussed in Chapter 2).
Monitoring of water source functionality should include the collection of information on pump yield, static and dynamic water levels, water quality, sanitary inspection, revenue collection, management systems and effectiveness, reasons for any breakdowns and repairs made and user views.
Findings should inform national policies with respect to infrastructure development as well as operation and maintenance. Actions taken should be in line with national policies.
