This District Implementation Manual provides comprehensive overview of the workings of the sector for stakeholders operating at various local Government levels. The manual sets out the sector policy and institutional environment, stakeholder roles and responsibilities and outlines the procedures to be followed. The manual provides technical knowledge and information concerning the implementation of the water and sanitation activities in the sector. The manual is intended as a reference document for practicing water and sanitation professionals as well as to provide orientation to new players in the sector. The emphasis of the document is on rural water supply and sanitation service delivery through District local Governments.
