Roles and Responsibilities in RWSN
RWSN members comprise over 2,000 individual professionals and practitioners involved in rural water supply from around the globe. They share their knowledge and experience through the network although currently, most are recipients of information via the RWSN secretariat. A global RWSN forum is held every three to four years, which endorses a Full Steering Committee drawn from the major stakeholders in rural water supply.
The Full RWSN Steering Committee sets the strategic direction for RWSN. It meets every three years at the RWSN forum and comprises 16 representatives from the RWSN financial partners, implementing agencies (including secretariat), NGOs, Governments, the Private Sector, Research Institutions and the four flagship coordinators. The Chairperson of the RWSN Steering Committee guides RWSN activities and promotion efforts.
The RWSN Executive Steering Committee (Ex SC) oversees the implementation of the RWSN work plans. It meets at least once a year. The Ex SC monitors progress of the flagships and secretariat and approves annual workplans. It reviews the overall performance of RWSN, approves fund raising initiatives and proposes strategic directions for RWSN to the Full Steering Committee.
The implementing agencies undertake specific activities with respect to the four flagships and the communications, including: funding proposals, recruitment and supervision of staff and consultants, financial accountability to donors, participation in Steering Committee meetings and RWSN forums and seeking out good practices for documentation and dissemination to RWSN members.
The RWSN Secretariat is the nerve centre of the RWSN and plays a crucial role in coordinating RWSN activities, ensuring they are in line with the overall objectives and as per the guidance provided by the RWSN Steering Committee and communicating with the RWSN members. Each flagship coordinator is the focal point for one of the RWSN themes. The financial partners provide the implementing agencies and flagship coordinators with funding for specific aspects of RWSN’s work.
